Public Choice and Healthcare Market Services Associated with Ethical Problems in the Era of Hospital Commercialization

Abstract

In the present time, many public hospitals will be transformed into private ones. This is influenced by the political situation and developments in laws. However, there is still controversy about whether hospitals should be public or private. There also appears to be a large number of ethical problems associated with this issue. This study included a comparison of the public finance, so-called classic (or paternalistic), that exist in Poland, to public choice used in many efficient economies. The article also compares public hospitals to private ones. Recent studies of the medical services market expanded to include the subject of ethical conduct in private health care institutions. Part of the topics has been verified scientifically. The author is aware that many of the other topics may give rise to concerns, although the media recognizes this as a fact. This should be scientifically verified to determine the scale of the problems, especially when it comes to ethical issues such as transferring patients or the double employment of medical personnel. The article has a dualistic character. It demonstrates problems of the redistribution of public funds by two great theories: classical finance and public choice. In the latter part of the article, the author takes the subject of public and private hospitals from the perspective of macro scale to the micro level.
