Local Government Asset Sales in the Context of Debt Limit and the Tasks of Local Government in Poland

Abstract

The new formula for limiting the liability of local government units (LGUs) in Poland was introduced by the Public Finance Act of 2009, and enforced from 2014. Local governments have now, with a greater intensity than ever before, started forecasting their revenue from the sale of assets in their budgets and their long-term financial projections. Although not all of them manage to achieve their goals, the material assets of local governments are decreases. The aim of this paper is to: 1) indicate that the formula defining the regulations that came into effect in 2014 offered "incentives" for local government to sell assets, 2) provide an analysis of the local government's financial plans, in terms of planned and executed incomes from assets between 2009-2012, 3) to identify the determinants of the procedure and the fees associated with the sale of government assets, and 4) to attempt to answer the question of whether any kind of local government assets can be sold, and therefore, whether assets are required for the local government to perform its tasks.(original abstract)
