Determinants of the Maximum Level of Debt in Local Governments in Poland

Abstract

Regulations on a new approach to limiting liability incurred by local government units (LGUs) in Poland are established in the Public Finance Act of 2009. These provisions will take effect from 2014. The aim of this paper is to: 1) identify the determinants of elements crucial for the individual level of local government debt calculation, 2) assess those elements from the security budgeting point of view, and 3) identify the most common activities undertaken by local authorities in order to comply with the new regulations.(original abstract)
