Pension Systems in Chile and Poland - Comparison and Evaluation Based on Selected Criteria

Abstract

This paper deals with basic characteristics of both pension models, Chilean - substitutive model and Polish - mixed model. Different scopes of privatization are explained. The comparison also clearly shows differences in efforts to rationalize the retirement system. A major question, very frequently asked for a few years, is how to evaluate pension systems, and what criteria should be chosen. A short list of cases shows many methodological issues relating to pension evaluation. The new concept based on Melbourne Mercer Global Pension Index considers more than forty indicators in the evaluation process. This probably first-ever broad-based comparison allows do find or confirm strengths and weaknesses, inter alia, of the Chilean and Polish retirement systems.(original abstract)
