Special Economic Zones and Cluster Development

Abstract

Special economic zones are an instrument of regional policy. From this point of view they should be treated as a sign of state intervention. These are areas within which investors can conduct business activities on preferential terms. The study and practice indicate that their functioning provides favorable conditions for the cluster development. On the other hand, the development of clusters may expedite economic performance in special economic zones. The concept of converting (after 2020) special economic zones to clusters, despite the enthusiastic comments of government institutions, appears to be rather unlikely. There is a number of barriers which derive from the specifics of Polish economy. The author analyzes the above problem, relying on source studies and own empirical research, conducted in the region of Lodz. Findings and conclusions of the study may also be related to other Polish regions.(original abstract)
