The Economic Development of Local Government vs. a Scope of Tasks they Carry Out

Abstract

Economic development is a long term process of changes in the economy. Mentioned changes - to be possible - need expenditures, including investment. The purpose of this article is to show that the economic development of local government in Poland is often impossible because of an increasing range of their tasks and the rules limiting the level of their debt. The questions that arise in these circumstances are: how the range of tasks carried out by local government in Poland has increased, in which cases local government has assisted the government in the implementation of public tasks, and in which cases it has helped government out.(original abstract)
