Consolidation of Administration Structures - Theory and Practice

Abstract

This article presents base analysis and evaluation of the effects of the consolidation of administrative structuress. Due to the limited extent of Polish studies (both ex-ante and ex-post), attempts were made to cite mainly international experience and research in this field. The first part discusses theoretical aspects of both supporters and opponents of consolidation. These digressions were supplemented in the second part with the results of the ex-post study verifying the effects of consolidation reforms. In their view, there is no conclusive evidence that increasing the potential of units brings economic and social benefits in the form of increased service quality and efficiency.(original abstract)
