Abstract

Modern economic development reguires increased investment. This forces the need to pay ever-larger funds and does not exempt the public authority from the obligation to provide services. If past practice indicates the possibility of using such a formula in local government sector so much harder somewhat different situation exists with the government sector including in state budgetary units.
