Limits on Debt of Local Government in Poland - Questionable and Controversial Solutions

Abstract
The purpose of this article is to draw attention to: 1) the problematic solutions: limiting debt and its servicing costs in the local government associations, limiting the cost of debt of local government that incur liabilities for repayment of previously incurred, the application of exemptions from the payment of obligations assumed for the implementation of projects financed by the non-reimbursable foreign funds, and 2) the controversial solution: widening the sphere of local government debt, by having to refer the possibility of local government debt service to all their income and allow them to "improve" by selling property.(original abstract)Keywords:
