The Evaluation of Indebtedness of Self-Governing Units of the Ostrołęka-Siedlce Subregion

Abstract
The analysis of the budget structures of the units of territorial self-government allows to state that financing the basic needs basket significantly exceeds the possible budget income. Due to that fact, there is a need to take loans to finance the deficit. Moreover, during the budget year, there is a lack of time harmony between the budget incomings and the spendings - the budget deficit. The evaluation of the level of indebtedness of the units of territorial self-government is formal and economic. Taking loans by self-government is regulated and limited by Public Finance Act, whereas economic evaluation concerns checking credibility and financial liquidity. (original abstract)Keywords:
