The Influence of Obtaining EU Funds for the Level of Lublin Local Government's Debt

Abstract
The aim of the publication is to identify the impact of the implementation of projects co-financed by the European Union on the local government units' debt. Study for the publication was carried out among cities with district rights, municipalities and parish - municipalities of Lublin province. The results show that units who gained in the period 2000-2010 much larger grant from the EU does not have a higher debt to income ratio. So, the entities which are the most efficient in obtaining financial resources from EU programs, have the most dynamic progress. What is more important systematic investments contribute not only to increase budget expenditures but also revenues. As a result, investment activity which is assisted by means from EU has got neutral impact on local government debt, its growth is influenced by other factors.(original abstract)Keywords:
