Grants as Transfer Income of Local Governments - the Convergence of Economic and Legal Dilemmas

Abstract

Unconditional grants play a fundamental role in the development of local governments (LGs). They are used to activate LGs' pro-development policies as well as to diminish the development imbalances among them. The purpose of this article is to present arid systematize the most important financial and legal dilemmas associated with the processes of unconditional transfers in Poland. The results of this analysis indicate that the economic and legal dilemmas converge on the grounds of illegible and inconsistent methods of unconditional grants' allocation. The article includes some general suggestions for changes that might be considered to improve the situation in this area.(original abstract)
