Abstract

This paper looks at the causes of public debt in EU and seek to put them in institutional perspective. The topics of public debt and sovereign have featured centrally in discussion of European integration. Yet, little direct attention has been paid to the conceptual question at the centre of these controversies. Who, really is the sovereign in public debt of EMU countries? It suggests that while economies can explain part of contemporary levels of public debt, the most important driving forces have been political. (original abstract)
