Revenue Bonds as Instruments for Financing Local Government Investments and Subsidiaries of Local Government Units

Abstract

Revenue bonds are specific instruments for financing local government investments and subsidiaries of local government units, such as municipal enterprises. These securities are repaid to creditors from net revenues of a particular project or the property resulting from this project. The Article shows the financial aspects of the functioning of the revenue bonds (including the impact on local government debt). In particular it presents the basic characteristics of revenue bonds (the framework), rights, obligations and responsibilities of the issuer and the holders of the revenue bonds. The article also outlines the prospects for growth in the popularity of this instrument for financing investment in the Polish economic reality in light of existing law.(original abstract)
