Abstract
The author of this article shows: theoretical aspects and an empirical analysis on the activities of communal self-government, the dilemma in the choice of organizational forms of righteous conduct activities for the public service, the advantages and disadvantages associated with public utilities, as well as an assessment of ownership and organizational transformations in local government units in Poland.
