Local Government Sector in Comparisno with General Government Sector in Poland and in EU

Abstract

Extending the EU to 12 New Member States has essential significance for both EU-15 and EU-12 (including Poland). Poland's membership in the EU after a political reform of 1999 constitutes a huge challenge for local government units, as the decentralization of public administration transferred the responsibility for the social-economic development to local authorities. The aim of this article is analysis of the local government sector in Poland in comparison with the general government sector. The analysis was based on several indexes, such as the real growth rate of GDP, revenue and expenditure of local government sector and general government in relation to GDP, nominal revenue and expenditure of local government and general government dynamism. The empirical analysis was made by using the ratio of local revenue to government revenue and ratio of local expenditure to government expenditure and by comparison of local government sector in Poland with that of EU's.
