Risk Connected with Generating Inflows by Local Self-government Units

Abstract
The aim of the article is the identification of significant risk factors connected with generating inflows by local self-government units in Poland (taking into account the system of inflows introduced in 2004). There are many external and internal factors of the aforementioned risk. They vary along the levels of the local self-government, the groups of inflows constituting own and complimentary inflows as well as annual and multi-annual periods. Therefore, research concerning the subject of the present article is complicated and should be widely developed, as the results of such research are crucial for the management of the finances of local self-government units.
