Public Procurement Procedures from the Perspective of Construction Contractors

Abstract

The aim of the study was to analyse the comprehensibility, efficiency and practical difficulties of procurement procedures in the public works sector. In particular, it focused on problems related to the interpretation of tender documents, the submission of tenders and the execution of contracts. The survey was carried out by means of a questionnaire addressed to 140 contractors implementing publicly funded construction projects in 2023.

The scope of the survey included an assessment of difficulties at different stages of the procurement process, such as understanding tender requirements, the bidding process, contract implementation, as well as challenges related to payment delays or project changes. It also analysed the impact of procedural complexity on the time and quality of investment implementation.

The results of the study highlight the key issues that prevent contractors from delivering projects effectively. The article includes recommendations to streamline tendering procedures, improve their transparency and increase the efficiency of the use of public funds.
