Structural-Institutional Transformation of Enterprise Development: the Experience of Ukraine and Poland

Abstract

The purpose of this article is to determine specific aspects of the functioning of the small business sector in Ukrainian cities. The institutional environment for entrepreneurship development in Ukraine and Poland is compared with reference to international research in this area. The article highlights factors that hinder the effective development of entrepreneurship in Ukraine, as well those that attract investment. The author evaluates the effects of investment processes on the development of medium and small businesses in Ukrainian cities is evaluated. The results show that capital investments do not have the expected positive impact on business development. A significant role of the shadow labour market, outfow of the workforce, investments in already existing enterprises rather than opening new ones - all of these constitute urgent problems for the business sector. In order to stimulate the development of entrepreneurship, the author proposes intensifying the role of city authorities to stimulate and support the development of small and medium-sized businesses.(original abstract)
