Impact of ERO President's Guidelines on the Content of Distribution System Operators Compliance Programs on the Financial Potential of Polish Energy Capital Groups

Abstract

Energetic capital groups will need additional significant capital to develop further. Currently, the majority share is held by the state that does not agree to reduce its shares. This means that it is not possible to obtain funds by using the stock exchange. This type of enterprises will have to obtain debt financing, which will be possible only when achieving the appropriate EBITDA level. A significant contribution to this value in the capital group is made by transmission system operators. However, the President of the Energy Regulatory Office in February 2019 issued recommendations that oblige operators to complete unbundling. The aim of the article is a synthetic analysis of the impact that the above decisions have on the value of energy groups and thus their ability to obtain debt financing.(original abstract)
