Problems in Efficiency Monitoring of Enterprises of Water and Sewage Treatment

Abstract

Municipal enterprises of water and sewage treatment because of the owner structure and the position of local monopolies are not subjected to external mechanisms, of improving efficiency as private companies. One way to assess their effectiveness is benchmarking of prices and costs of services provided available to the public. Rationalization of costs in these companies requires the development of normative databases and budgeting the costs of maintenance processes by detailed identification method. It allows the identification of costs of unused capacity. These enterprises should be subjected to the assessment criteria applicable to enterprises operating in competitive conditions.
