The Problem of Poverty and Exclusion in Health Care System

Abstract

The article is an analysis of selected aspects of health policy within the larger context of social policy. The author argues that the mere curing of health problems can have little effect without actions aimed at solving other social issues, such as providing access to health care for poor and socially excluded populations who are uninsured. After discussing the role of the state in the formulation of principles and conditions for the functioning of a health care system based on solidarity, the author outlines the main organizational and economic problems of health policy. The article ends with recommendations, highlighting the need for comprehensive actions in order to expand the role of primary health care and that of primary care physicians and improve health care for socially excluded (uninsured) populations.(original abstract)
