Soft and Hard Budget Constraints and the Problem of Debt and Financial Support to Subnational Government

Abstract
The goal of the article is to introduce the concept of soft and hard budget constraints and to present their connection with the debt issues at the local and regional level. The study brought closer to creating a mechanism of soft and hard budget constraints, their determinants, consequences and the reasons for softening and / or hardening of budget constraints.(original abstract)Keywords:
