Diagnosis of the Causes of Mismatch between Workers' Competence to the Expectations of the Position

Abstract

The aim of this paper is to present a comprehensive method of measuring the competence of employees in relation to the expectations posed by them on occupied positions. The presented method involves creating competency profiles, assessment of competence in the workplace and diagnoses the causes of observed discrepancies in matching employees to positions. The proposed procedures and tools have been developed based on a behavioural approach to competency management. Under the adopted model, competent performance is conditioned by procedural knowledge, skills and motivation to behave in a certain way. The paper also includes a description of the method used in one of the organizations. (original abstract)
