INSURED PERSONS' KNOWLEDGE OF THE POLISH DISABILITY PENSION SYSTEM AND THEIR PROPOSALS FOR STRUCTURAL CHANGES

Abstract
The reform of the Polish social security system implemented in 1999 did not encompass the disability pension system. This already esteblished system continues to be in force (with only minor changes) according to the principles introduced in 1971. Despite such long-standing solutions in this area, the insured demonstrate an inadequate level of awareness concerning it.
The aim of this article is to present the scope of knowledge among the insured about the Polish disability pension system, and their recommendations for reforming it. The research methods employed in preparing the paper comprised a survey of 502 persons covered by the Polish social security system, and a review of literature.
The insured persons' knowledge of the Polish disability pension system is insufficient, negligible, or non-existent. A paradox lies in the fact that, although the system is compulsory, its participants remain largely unaware of how it works, and exhibit limited willingness to expand their understanding of it. The low level of knowledge among the insured influences their proposals for reforming the system. The study shows that a considerable proportion of respondents wish to reform the public disability pension system by increasing state subsidies, while the others prefer to maintain the existing arrangements. In this context, further measures are needed to enhance the knowledge among the insured, making use, inter alia, of the proposals they themselves put forward. These objectives should be pursued through the education system in schools, as well as implemented by the insurance company responsible for this area (Polish Social Security Administration - ZUS), and employers.
